Indicates preference for the return to talking filibuster.
On Wednesday, President Biden signaled that he would be supportive of the Senate updating its rules regarding the filibuster. Currently, a single Senator can signal their intention to filibuster a bill, and therefore require a 60-vote threshold to move legislation forward. Under new rules proposed by some Senators, a filibuster would actually require Senators to indefinitely continue the debate in person. This change is known as the talking filibuster.
“I don’t think that you have to eliminate the filibuster. You have to do it what it used to be when I first got to the Senate back in the old days,” President Biden said in a recent interview. “You had to stand up and command the floor. You had to keep talking.”
Senate Minority Leader Mitch McConnell indicated that, if filibuster rules are changed, the minority could make Senate business extremely difficult. “Let me say this very clearly for all 99 of my colleagues: Nobody serving in this chamber can even begin — can even begin to imagine — what a completely scorched-earth Senate would look like,” said the minority leader.
